In Hong Kong, Hong Kong Productivity Council (HKPC) is the Economy Institute responsible for the implementation of the Training and certification Program for Small Business Counsellors.

Hong Kong Productivity Council is a multi-disciplinary organization established in 1967 to promote increased productivity and the use of more efficient methods throughout Hong Kong's business sectors. Governed by a Council representing management, labour, academic, professional and government interests, HKPC is committed to supporting business sectors to stay competitiveness in the global economies.
